ABSTRACT The discussion on ethical issues, it is said, should not be confined to experts but should be extended to patients and local communities, because of the real need to engage stakeholders and non‐stakeholders alike not only in carrying out any biomedical research project, but also in the drafting and legislation of bioethics instruments. Several local and inter‐country consultations have already been conducted in furtherance of this goal, but there is much left to be desired in them. The consultations may (...) have helped in articulating local principles, but not in making the instruments embody these principles. As such, instruments turn incompossible, i.e. the principles and actions they legitimate are not performable. In an ethnographic study conducted in the Philippines, for example, paragraphs 29 and 30 of the Declaration of Helsinki and CIOMS guidelines 8 and 15 are construed as not only contradictory to one another but also to local principles. This problem can be solved by taking deliberate steps to ensure that consultations are grounded in ethnographic data about local principles, which the instruments would embody. A steering committee can be of help in gathering ethnographic data, in conducting consultations at the local level, and in providing a venue for discourse on various bioethical issues. (shrink)

Research on unethical leadership has predominantly focused on interpersonal and high-intensity forms of harmful leader behavior such as abusive supervision. Other forms of harmful leader behavior such as excessively pressuring subordinates or acting in self-centered ways have received less attention, despite being harmful and potentially occurring more frequently. We propose a model of four types of harmful leader behavior varying in intensity and orientation : Intimidation, Lack of Care, Self-Centeredness, and Excessive Pressure for Results. We map out how these relate (...) to other constructs in the unethical leader behavior field in order to integrate the existing work on how leaders can cause harm to followers. Next, in five studies, we develop and test a new survey instrument measuring the four proposed types of perceived HLB. We provide initial validity evidence for this new measure, establish its psychometric properties, and examine its nomological network by linking the four types of HLB to related leadership constructs and soft and hard outcome correlates at the individual and team level. We find that HLB is negatively related to constructive forms of leadership and positively to unethical ones. HLB is also related in the expected direction to job satisfaction, engagement, psychological safety, knowledge sharing, knowledge hiding, deviance, and objectively recorded team-level stress-related absenteeism. Anticorruption regulators delegate to organizations part of the responsibility for deterring corruption in the form of ethics and compliance programs (ECPs), also referred to as compliance programs, ethics programs, and integrity programs. From this anticorruption perspective, organizations are expected to design and implement programs that comply with general criteria established by regulators to achieve a specific social goal—reducing corruption. This integrative review examines how different communities of practice analyze ECPs in their role as anticorruption mechanisms. Based on a conceptualization of (...) ECP derived from theories of regulation, the review integrates the fragmented literature at the intersection of ECPs and corruption and uncovers connections across communities of practice to propose new insights and research directions. To achieve this objective, the review proposes a process-oriented anticorruption multi-level integrative framework that (1) situates ECPs in the anticorruption process that originated them and (2) identifies the areas where cross-fertilization of ideas from different communities of practice can contribute to redirecting future research. The review concludes with a research agenda that can help advance knowledge applicable to ECPs as anticorruption mechanisms and to other self-regulatory initiatives against grand societal challenges. Este artigo procura evidenciar de que maneira Gerardus van der Leeuw (1890-1950), em sua obra Fenomenologia da religião (1933), cita e se apropria de ideias e conceitos pontuais de Wilhelm Dilthey (1833-1911) e de Martin Heidegger (1889-1976). A tarefa aqui assumida é dupla: a) identificar os diferentes autores e respectivas obras que dão sustentação à sua abordagem metodológica e epistemológica na obra supracitada; b) identificar, problematizar e interpretar o modo como Van der Leeuw volta sua atenção para passagens específicas da (...) obra A construção do mundo histórico nas ciências do espírito (1910), de Dilthey, por um lado, e, de outro, de Ser e tempo (1927), de Heidegger. Com efeito, em Fenomenologia da religião, Van der Leeuw elabora seu modo próprio de entender e operar fenomenologicamente seu objeto de investigação, a religião, tratando-se, então, de apresentar e explicitar brevemente os conceitos de “vivência” e “compreensão”, segundo Dilthey, e de “fenômeno” e “fenomenologia”, segundo Heidegger, a partir dos dois livros citados e utilizados pelo fenomenólogo holandês. Esta pesquisa discute a aplicação da tecnologia da informação nos processos de representação da informação de obras artístico-pictóricas e teve por objetivo geral apresentar uma relação possível entre os softwares de mineração de textos e a sistematização de termos nas práticas de representação da informação a partir da documentação gerada pela análise de obras artístico-pictóricas pelo viés da Ciência da Informação. Para isso, a pesquisa consistiu de estudo de caso, utilizando o software online Sobek para processar uma amostra da documentação (...) gerada pelas análises de obras artístico-pictóricas de Medeiros (2017), com a realização de três etapas: a) organização textual do conteúdo documental; b) inserção do conteúdo textual organizado no software Sobek e geração do grafo e; c) análise do grafo gerado pelo software Sobek. Os resultados indicaram que a utilização do Sobek demonstra indícios da viabilidade de uso da mineração de texto como auxílio aos processos de representação da informação de obras artístico-pictóricas, não obstante apontaram a necessidade de aprofundamento da questão para realização de futuras propostas metodológicas e de aperfeiçoamento do software a este fim documentário. Esta investigação, partindo do diagnóstico da modernidade empreendido por Alasdair MacIntyre, destina-se a avaliar a possibilidade de conciliação entre o discurso universalizante dos direitos humanos e a ética particularista sustentada pelo autor citado a partir do referencial ético aristotélico. A convergência entre os bens individuais, consubstanciados em direitos, e o bem comum, componente essencial da prática e do pensamento éticos, pode representar relevante contribuição teórica no campo de estudos dos direitos humanos. Neste trabalho, dada a limitação da sua natureza, intentou-se (...) analisar os três problemas intrínsecos à concepção de direitos, conforme a perspectiva de MacIntyre: a) a ideia de que sujeitos de direitos são indivíduos morais autônomos e plenamente independentes; b) a separação do bem individual do bem comum; c) a deflação da razão prática comunitária, em relação à racionalidade individual. O trabalho empreendido teve como resultado uma exposição analítica dos pontos de contraste entre a perspectiva dos direitos humanos e a ética conforme compreendida por MacIntyre, necessária para preparar bases de uma possível reconciliação entre ambas. Leibniz occupe une position centrale dans la pensee de Husserl, surtout en ce qui concerne la determination phenomenologique du probleme de l'intersubjectivite, mais ii joue un rdle important tout le long du parcours de Husserl. Ce rdle de Leibniz a peut-£ tre ete neglige, parce que avec lui on introduirait dans la phenomenologie une conception monadologique qui contrasterait avec l'idee de science rigoureuse. Au contraire, Husserl ne craint pas d'utiliser les concepts de Leibniz de monade et harmonie, toutefois il envisage (...) justement une phenomenologie de Tintersubjectivite vue comme harmonie cognitive des sujets et communaute intermonadique. Cette comparison avec Leibniz non seulement revet une importance historiographique en ce qui concerne la genese et le developpement de la pensee de Husserl, mais elle peut aussi se reveler utile du point de vue theorique, pour indiquer une des lignes de developpement de la phenomenologie. La critique de Heidegger à l'endroit de Leibniz est connue et il suffit de renvoyer à la Marburger Vorlesung de 1928 et à Der Satz vom Grund de 1957. Mais l'ensemble de l'interprétation de Heidegger révèle une double attitude: d'une part une attaque contre le rationalisme, d'autre part une défense du sens de l'être-là contenu dans le principe de la raison suffisante. Sur la base de cette ambiguïté on peut reconsidérer l'influence de Leibniz sur la pensée de Heidegger, revoir l'interprétation (...) unilatéral et montrer que, d'une certaine façon, Heidegger s'approche à certains thèmes monadologiques fondamentaux. Tout ceci peut amener a entrevoir la présence de Leibniz aussi bien chez Heidegger même que dans la phénoménologie de la période après-Husserl, surtout pour ce qui concerne les problèmes de l'intersubjectivité et du rapport au monde. This paper discusses the intellectual justification of scientometrics through the claim that it is part of the quest for a quantitative science of science. Initially, I will make a brief description of scientometrics' historical background. Next, I will explain that those disciplines that have been satisfactorily mathematized always contain two distinct basic components: an axiomatic, defining the operations that can be realized with the available data, and an interpretation of their meaning. Counting papers and citations is a way to collect (...) statistical data about scientific activities, and therefore the axiomatic basis of scientometrics comes from statistics. Regarding the interpretation of scientometrics, I will argue that the meanings attributed to their key concepts are usually borrowed from economics. Then I discuss how the promise of a science of science becomes a too well adjusted historical narrative that apparently justifies the economic concerns of governments and private corporations. Manfredo Oliveira’s philosophical thought is part of a Western debate between continental philosophy and analytical philosophy. Manfredo’s position in this discussion is dialectical in the sense that it structures his thought based on a dialogue about the potential and limits of transcendental philosophy, the philosophy of language, and metaphysics. His starting point is a critical appropriation of the limits of Kant’s and Husserl’s transcendental philosophy, resulting in an intersubjective resignification of the transcendental based on the linguistic turn. Walking with Carapiru, a wandering survivor of the massacre of his people, passing through burning forests, photo albums and TV programs, we ask: what can the image do in the face of a destroyed world? We discovered, with The Hills of Disorder (2006), by Andrea Tonacci, that the image can do a lot: it can, above all, free itself from the pretension of grasping “the real” to learn more about itself and, thus, find its own world. For this very reason, (...) we suspect that these are images of disbelief: they put us in doubt in the face of what we are watching so that we can better pay attention to what is within: imagination and narrative, fable and drift. This work presents the case of the Yanomami indigenous people from Brazil that were the object of US ethnography initiated in the 1960s. The research brought harmful repercussions to the life of the Indigenous people of Brazil for several decades, and it took more than 40 years until the beginning of a process of reparation involving the Brazilian government and American universities. Objective: to discuss the meaning of the return of Yanomami blood samples, as well as contributions from the epistemologies (...) of traditional Indigenous knowledge to the debate about research ethics and the structuring of means for the social control of researchers and the protection of participants in scientific studies, having as an example the Yanomami indigenous people from Brazil, subjected to noxious ethnography in the 1960s and the 1970s. This work used data reports recorded in secondary sources. In this article we argue that Bioethics needs to further diversify its epistemological foundations and to consider epistemologies and cosmologies beyond the frontiers of Western science, as the case of the abusive research involving the Yanomami indigenous people in Brazil reveals. We argue that traditional knowledge, such as those of indigenous and quilombolas, with their epistemologies and cosmologies, are fundamental for the election of less colonized and more efficient principles of research ethics, regarding the protection of the participants' rights in scientific studies. Traditional indigenous populations can teach us a great deal about doing research. (shrink)

What are the effects of budget cuts in times of illiberal populism on the professional motivation of bureaucrats? Relying on a panel study that considers longitudinal survey data from 20 U.S. federal agencies and their budget appropriations during the Trump presidency, this research causally demonstrates that the presence, not the magnitude of budget cuts, exercises a negative impact on the intrinsic motivation of civil servants. This finding suggests that despite the potential abandonment or reduction of government programs and professional limitations (...) imposed by restrictive budgets, public employees feel aggravated and appreciate their job less when elected officials decide to reduce their expenditures. This finding contributes to the understanding of human resources management as well as the relationship between politics and administration. (shrink)

O objetivo do artigo é determinar as evidências do irracionalismo nos textos iniciais de Alberto Guerreiro Ramos com respeito à teoria do conhecimento, considerando o período de preparação do autor para seu posicionamento posterior na fenomenologia. Para tanto, foi realizada análise imanente dos textos selecionados (1939-1955). Os resultados sugerem que as evidências do irracionalismo compareceram pela adesão do autor ao agnosticismo relativista presente nas posições do existencialismo e da fenomenologia, preenchendo assim uma lacuna na pesquisa a respeito do pensamento do (...) sociólogo brasileiro. Tal adesão se deu em circunstância de reação ao marxismo elegido como adversário a ser combatido, da mesma maneira em que fora confrontado por tendências irracionalistas na filosofia. (shrink)

O objetivo deste artigo é compreender a diferença estabelecida por Heidegger entre o si-mesmo próprio e impróprio do Dasein a partir da temporalidade (Zeitlichkeit). Com efeito, identificar na questão do tempo a abertura da nova perspectiva ontológica heideggeriana e seu projeto da ontologia fundamental.
